A presenter (Speaker 13) told trustees the update follows House Bill 1481's mandate that personal communication devices not be used during the school day; the draft includes a $15 fee for device retrieval consistent with prior practice and specified exceptions for students with IEPs, Section 504 plans, or doctor directives. "So our...consequences that we have is a $15 violation that is consistent with what we've done in years past," the presenter said when asked about enforcement.
Trustees clarified scope and enforcement: the district will define 'school day' as "bell to bell" (phones prohibited from first bell to last bell) so buses and passing periods are addressed; presenters said phones could still be used on buses and for emergency parent contacts prior to first bell. The board approved the local FNCE revision unanimously.
The policy change will be reflected in student handbooks and communicated to families.
