Suamico adopts plat requirement for minimum lowest opening elevations to reduce flood risk

In response to unusually heavy spring rains and concerns about new construction taking on water, the Village Board adopted Ordinance 2026-06 to add Chapter 17.05 to the subdivision code requiring the final plat or certified survey map to display required minimum lowest opening elevations for lots adjacent to stormwater management basins, drainage easements, floodplains or natural depressions.
Zoning administrator Dunks said the rule would require the stormwater engineer or designer to determine the minimum lowest opening elevation, which must appear on the plat along with a restrictive-covenant note. The ordinance also makes building permits contingent on plans that demonstrate structural openings (first-floor sills, basement lookout windows, egress openings) are at or above the required elevation; the building inspector may demand a survey or engineer certification before occupancy. The board voted 6-0 to adopt the ordinance. Supporters said the change will better inform property owners and builders and reduce the likelihood of homes with exposed basement openings taking on water in future heavy rains.
