Council hears capital-project list as valuations fall; staff flags funding gap

City staff outlined major capital projects that rely on general-fund or bonded financing while warning that a roughly $101 million decline in taxable valuation will reduce expected revenues. Heather Ramirez itemized projects and cautioned some work will require bonds or grants.
Ramirez listed priorities: a police repeater radio tower ("our portion was gonna be, a little over $500,000"), Maxi Ballpark phase 1 upgrades (about $2,500,000), miscellaneous park upgrades (about $1,500,000), a city hall chambers renovation (approximately $2.3 million), complete-streets implementation (about $3,000,000) and some heavy equipment purchases. Ramirez said many of those projects will need outside funding or bonding and reiterated staff preference to stabilize operations first. Nicole Ferriani, the assistant city manager, summarized the staff approach: "...what we're really trying to do is keep operations steady... we're trying to just continue and look towards how can we stabilize operations so that we can execute those projects likely in an FY '28 scenario."
