Board approves submission of bilingual/ESL waivers after program review

Abby Hancock reviewed the required bilingual-education annual evaluation and the district's Transitional Bilingual/Early Exit and ESL pull-out programs. Hancock reported there were 701 English-learner (EL) students at the end of the 2024–2025 school year and that 83 students attended EL summer school in June 2025.
She explained that the district must submit Exceptions to the Commissioner when it cannot staff bilingual-certified teachers for a bilingual program and must submit ESL waivers when there are insufficient ESL-certified teachers to serve EL students in English classes. Hancock presented 12 proposed Bilingual Exceptions and 22 ESL Waivers for 2025–2026 and described recruiting incentives including competitive stipends, attendance at job fairs, and local grow-your-own initiatives. Trustee David Godino moved to approve submission of the waivers and exceptions; Trustee Cade Taylor seconded and the motion carried unanimously.
