Paducah ISD board clears procedural steps to advance 2026 bond projects, selects Parkhill as design professional

The Paducah ISD Board of Trustees on May 18 approved several measures to advance the district’s 2026 bond projects, including selecting Parkhill as the district’s design professional and delegating authority to the superintendent to negotiate and execute contracts.
Superintendent Gary Waitman opened the bond update by announcing, “Congratulations, The Bond passed both propositions were passed. Great news.” After discussion with Cumming Gallagher representative Todd Cason, Trustee Jody Piper moved to approve Parkhill as the most qualified A/E firm; the motion carried 6–0. The board also delegated authority to the superintendent to negotiate with the chosen design professional and approved Competitive Sealed Proposals (CSP) under Chapter 2269 as the construction delivery method.
Trustees approved prevailing wage rates for the projects "in accordance with TGC Section 2258.22 and in accordance with the United States Labor in its Wage Rate General Decision #TX20260192 for Cottle County, TX dated 1/2/2026," a motion recorded as passing 6–0. The board then adopted resolutions formalizing the selections, procurement method and intent to reimburse bond-related expenditures. Board members did not record any dissent on the bond-related motions.
The actions put the district into contract-negotiation and procurement readiness for fall 2026 work. The board-recorded steps include design selection, delegated contracting authority, procurement method choice, and wage-rate determinations; staff indicated Excel Energy Group will confirm related audit items for energy-efficiency work scheduled this fall.
