Council approves contract for EPA brownfields grant work; consultant fee $7,500

Council voted to award a contract to Environmental Group Inc. to prepare and administer an EPA brownfields assessment/grant application and to perform assessment work if the city receives funding.
Community Development Director Amal explained the RFP process and said the consultant will prepare the application, coordinate public outreach and, if awarded, perform Phase I/II assessments and implementation coordination. "The agreement compensation would be $7,500 for the fee for prep for the application," Amal said. John Reese of the consultant team told council the EPA currently offers assessment or cleanup grants up to $500,000 and that awarded grants typically have a four‑year performance term.
Council approved Resolution 1712026 after questions about prior city brownfields work and funding sources. Amal said the city previously used EPA brownfields funding (2013–2017) to complete investigations and that the new work will prioritize areas that support redevelopment. The consultant said the grant closeout reporting documents leveraged funds and redevelopment outcomes for prior projects.
