Pampa ISD raises thresholds for superintendent purchasing and construction approvals to $100,000

The board approved revisions to CH(LOCAL) and CV(LOCAL) to raise the district bid and board-approval threshold from $50,000 to $100,000 and to align the Superintendent’s delegated purchasing authority to $100,000 beginning Sept. 1, 2025; a clause removing an absolute 'superintendent decisions final' statement was also deleted to allow grievance appeals to the Board.
Dr. Kelley Porter, Director of Business and Federal Programs, presented proposed changes to district procurement and facilities policies that would align delegated purchasing authority and construction contract thresholds with new bid requirements. She noted the Superintendent’s current delegated purchasing authority was $25,000 without board approval while the threshold requiring competitive bidding had been $50,000; the bid threshold will rise to $100,000 on Sept. 1, 2025. Administration recommended increasing the Superintendent’s delegated authority to $100,000 to match the bid threshold.
Porter also proposed revising CV(LOCAL) to change the construction contract threshold requiring Board approval from $50,000 to $100,000 and to remove language stating "all decisions of the Superintendent are final and may not be appealed," aligning the policy with the district grievance process. The board approved both revisions by unanimous vote.
