Nearby residents including Lorraine Mitchell and Chris Lawrence expressed worry the plan could cut legal access to their properties, increase traffic on a narrow, partially unpaved road and require bridge or drainage work at Todd Swamp. Lawrence urged an environmental study and pointed to significant nearby residential development that already stresses the road system. Callahan said the client would work with engineering and stormwater staff on environmental studies and was open to extra buffering and road improvements, either concurrent with or following development. Staff recommended approval based on consistency with the comprehensive plan; commissioners moved and approved the rezoning.
The approval allows the property owner to pursue design and permitting; engineering, stormwater modeling and possible road improvements will be items to resolve during development review.
