Horry County Council considered second reading of Ordinance 40-2025, a rezoning application with G3 Engineering as agent for Rhino 10 LLC. The applicant described plans for a gravel parking lot with a 25-foot undisturbed buffer around the perimeter and one primary access off Homestown Road that would be pushed away from a primary highway.
Councilman Loftus questioned whether a 25-foot buffer would be sufficient to preserve screening and urged the applicant to consider a 40-foot setback to protect trees and neighborhood screening. The applicant said he could discuss the larger setback with his client but was not authorized to commit to 40 feet that evening. Loftus requested the item be placed on third reading under public hearing to allow for more public input if needed. After discussion, council moved, seconded and approved the ordinance on second reading with the applicant agreeing to consider the setback suggestion.
The applicant confirmed the parking lot would include a 25-foot undisturbed buffer and one access point; council members expressed concern over tree removal and visual screening but did not record a specific amendment to require a larger setback at that meeting.
