Staff described a future land use amendment and rezoning on 40.87 acres along Coste Allen Road in Aynor to allow 77 single‑family homes on 10,000‑square‑foot lots (net density 2.28 du/acre). The plan includes two accesses, a 25‑foot buffer with a 6‑foot privacy fence, a 50‑foot streetscape buffer, a 10‑foot wetland buffer, sidewalks, a 100% increase in active open space and two pocket parks; staff noted approximately 7.15 acres of wetlands on site.
Applicant Cassidy Callahan of Kingston Engineering told commissioners the design incorporated MRDP elements and avoided wetland impacts: "we tried to incorporate as many elements as MRDP zoning that you all passed a couple months ago into this property, as we could." The commission opened public input and no speakers opposed; commissioners voted to approve the future land use amendment and then the rezoning motion carried.
The approvals advance the applicant to development‑review steps including final engineering, stormwater modeling, wetland protections and any required permits.
