Family calls on Horry County leaders to demand special prosecutor, citing missing evidence

"All we ever asked for was a fair, true, and just investigation," Foley said. She described repeated failures to seize cell phones and metadata, tow sheets that were unsigned despite being labeled with her brother's name, and body‑camera footage she said showed "blatant and inappropriate interactions between the officers on scene." Foley asked the council to demand the governor appoint a special prosecutor independent of the Attorney General's office to reexamine the case under South Carolina law.
Chair thanked Foley and said county officials and the police had attempted to help; a council member encouraged persistence in advocacy. No formal motion to reopen the case was made that night, though Foley urged the council to press state delegates and the governor for further action.
