Horry County reports $351.9 million in year-to-date revenues; general fund near 90% of budget

Jamie Norman presented Horry County’s financial position for the month ending March 31, reporting total revenues across all funds of $351,900,000 and expenditures just over $241,000,000. "For revenues, we are at 244,000,000, which is almost 90% of the budget amount for the year," Norman said, and she attributed the strong performance primarily to property tax collections.
Norman noted the county’s general fund expenditures were at $176,000,000 (about 67% of budget) and described year-over-year movements: "General fund total actual revenues are 12.1% higher than prior year, and general fund total actual expenditures are 9.7% higher than prior year." Committee members asked whether revenue projections might exceed expectations; Norman replied, "Possibly." The presentation also summarized several special funds, including a $15,000,000 net change in the fire fund and a $7,000,000 net change in the stormwater fund with 100% of budgeted stormwater revenue collected to date.
The committee did not record a roll-call vote on the financial report; the update was received and the meeting proceeded to subsequent agenda items. The county’s staff recommended continued monitoring given delays in federal allocations affecting some programs and routine procurement volatility that has raised construction estimates on certain projects.
