Planning staff explained a proposal to amend the Central Community master plan and rezone three properties at about 527–539 South 400 East from RMF‑45 to MU‑5. Staff said the application would allow a five‑story mixed‑use building with studio, one‑ and two‑bedroom units and at least 1,100 square feet of ground‑floor commercial space as the applicant’s proposed community benefit. The Planning Commission forwarded a positive recommendation in December with conditions including a unit‑replacement plan and tenant relocation assistance.
Representatives of the development team (Thrive Development) responded to council questions about unit mix and parking. Steve Broadbent said unit mix is not finalized and that the project team is conducting market studies; he estimated the project would exceed 100 units. On parking and shared structure use, the team said Citizen 1 (an adjacent completed building) currently has about 284 stalls and that Citizen 2 would use consolidated parking resources; staff noted the MU‑5 zone would raise the maximum height to about 55 feet and remove a density cap. Council members asked for a unit breakdown, transportation analysis to reduce pressure on Denver Street, and clarity about replacement units and relocation assistance; staff confirmed replacement and relocation requirements would be incorporated into a development agreement.
