Staff explained the lot and existing dwelling predate current bluff regulations; the proposed work would encroach approximately 14 feet into the 30‑foot bluff setback, 6 feet into the bluff impact zone and shorten the OHWL setback from 75 to about 72 feet for this unsewered lot. "Staff does recommend approval of this bluff setback or of this garage expansion to encroach into the bluff setback," staff told the commission, while noting conditions requiring soil erosion measures and monitoring during construction. City engineering reviewed structural loads and did not identify additional structural concerns tied to the expansion.
A contractor for the project (Jason Bzynski) addressed survey complexities and confirmed the lot connects to a lift station/sewer rather than being strictly septic in a way that would change some setback calculations. Commissioners asked whether a geotechnical investigation had been performed (none had) and emphasized erosion controls. After discussion, a motion to recommend approval with the stated conditions passed by voice vote; the item will be forwarded to city council for final consideration.
