City planning staff presented three coordinated Planned Development rezonings covering roughly 136 acres in the Shallowford corridor that would convert agricultural parcels into PD‑SF‑3 neighborhoods with coordinated collector roads, a 10‑foot trail connection and parkland to satisfy park‑dedication requirements. Staff said traffic and infrastructure will be constructed by the developer and that no certificates of occupancy will be issued until required roadways and improvements in each phase are completed.
Todd Scott, a nearby property owner, said the plan dedicates significant open space and a Texas Parks and Wildlife management plan is in place for some parcels; he said the developer will build trails and roadwork and estimated the full build‑out could represent a $300 million development. Council approved each rezoning 5–0 after public questions about flooding, wildlife preservation and driveway/landscape buffers.
