The Temple City Council formally set a ceiling for the proposed fiscal‑year tax rate and scheduled the required public hearing and final adoption dates under state truth‑in‑taxation rules. Staff told the council the city filed a budget based on a 0.6999 rate but preliminary appraisal district numbers showed a higher no‑new‑revenue rate; the council set a ceiling of 0.72 tonight.
Tracy Bernard (finance) and the city manager explained the difference between the no‑new‑revenue rate, the voter approval rate and the unused increment. "Our no new revenue rate with some data... is set today at, 0.724," staff said, adding final values were pending from the Bell County Appraisal District. Councilmembers voted 5–0 to set the ceiling and to schedule a 10 a.m. Aug. 27 public hearing and adoption meeting.
