City plans on-site inspections under state grant to finish lead service-line inventory

Brian (speaker 10) updated the council on the lead service line inventory program and a renewed Minnesota Department of Health grant that will allow the city to inspect properties where service-line material remains unknown. He said the city has identified 1,341 private services as non-lead, leaving 563 unknown. The grant will fund on-site inspections, documentation and inventory updates and staff said they have about 90 days to complete the work once inspections begin.
Brian explained the outreach plan: the city will send notices to owners of properties with unknown service lines asking for permission to do a short on-site inspection at the meter. If a homeowner refuses, staff will continue to list the property as "unknown" in the public inventory. Staff estimated the grant scope and work plan should be sufficient to complete the 563 field inspections within the grant window and asked council to note the public-communication needs when contractors appear at homes.
