Board approves resolution to raise water-plant borrowing authorization amid rising costs

The Village Board moved to amend a 2021 resolution to increase the project contingency for a full refurbishment of the village water plant, citing rising construction costs and new state requirements. John Brust of Delaware Engineering told the board the project now "come anywhere from 6 to $6,500,000," and said the team will seek bids only after final Department of Health (DOH) sign-off.
Brust said the project will include upgrades to treatment systems and a possible large-diameter caisson well to improve water quantity and reduce maintenance problems. He recommended the board have authority to cover a 20% contingency and told trustees they would seek to go out to bid around June 1 "but we won't accept bids back from the construction industry until we get our final approval," to avoid costly change orders. The board approved a resolution amending the prior authorization to allow a contingency figure (discussion framed as raising the contingency authorization to $8,000,000).
