Greenwood Lake adopts local law allowing levy above 2% state cap; budget hearing set for April 15

Mayor Hawley opened the first public hearing by explaining New York States 2% tax cap and why the local law is used to allow the village flexibility: "This gives us the ability, if needed, to increase the taxes above that 2% tax cap." The board held no public comment on the proposed local law and subsequently adopted Local Law 1 of 2026 by resolution.
During the meeting the board also set the tentative budget public hearing for April 15 at 6:00 p.m. and approved a set of budget amendments to keep the current fiscal-year accounts balanced while the budget is finalized. Mayor Hawley said the board must adopt a budget by mid-April and that additional workshops will be scheduled to gather public input.
Board materials show the budget process is ongoing; the village clerk and treasurer will provide updated budget line items to trustees ahead of the April 15 hearing. The action to adopt Local Law 1 formally permits the village to exceed the 2% cap if a future budget requires it.
