Developers seek zoning change for Sterling property; board agrees to refer petition after corrections

Attorney Krejulik, representing the applicants, told the village board the project would "rejuvenate, bring new life to that property in the form of, residential housing," describing a plan for 12 long-term apartments and seven short-term units nearer the lakefront.
Krejulik asked the board to begin environmental review under the State Environmental Quality Review Act and to authorize the village clerk to issue a notice of intent to be lead agency so SEQRA review could proceed alongside the zoning process. Brad Cloverly, the project engineer, described site work that would include a new parking area and installation of a new septic system behind the building, which would require coordination with the county and state health departments.
Village Attorney Bridal reviewed the petition and identified several deficiencies that must be corrected before the board refers the matter to the planning board. Bridal said the petition cites chapter numbers and code sections that "are not ours" and noted the SEQRA submission referred to one parcel while the petition text named two, creating an inconsistency the applicants must fix. Bridal recommended the board refer the petition to the planning board "subject to receipt of a corrected petition satisfactory to the village attorney" so the planning boards 62-day review period would not be wasted.
The board voted to issue a notice of intent to be lead agency and referred the zoning amendment petition to the planning board, conditional on the applicants providing a corrected petition acceptable to the village attorney. The board also classified the action as an unlisted action under SEQRA at this stage and the planning board will be notified as an involved agency.
