The Anamosa City Council approved revised language in the Jones County Emergency Response Team (JCERT) agreement that changes how finances and budgeting are handled, shifting decision authority for accounting from the city to the JCERT board.
Staff explained the modification addresses uncertainties in historical accounting. As staff put it, "Now it is up to the vote of the JCERT board," noting past city hall staff turnover had left unclear paper records of where funds were tracked. The change also reflected adding Delaware County as a signatory.
Council members said the county-level checks and balances made accounting more reliable and moved to approve the updated agreement. Motion to approve the JCERT agreement carried by roll call; staff will finalize signatory pages and update any procedural documentation to reflect the new accounting governance.
Council discussion did not raise concerns about misappropriation; staff explicitly said there were "no concerns as far as, you know, money misappropriate or anything like that," but acknowledged records were not consolidated when the accounting system changed.
