During administrative business a commissioner (speaker 11) moved to remove the chair from that role and to select a new chair by vote. The motion was seconded for discussion by another commissioner. Several commissioners said such a move should be unanimous or await the absent member's return; others argued it should be decided immediately.
Debate was vigorous and at times personal; one commissioner said the board must 'police ourselves' while others cautioned that a 3–2 result could look like board bickering. After discussion the movers proceeded to a voice vote; the motion did not carry. Commissioners then moved on to remaining administrative items and scheduled further deliberations on complaint-handling within the commission.
