Senior engineer Gomero presented the combined contract award for sewer rehabilitation and manhole repairs (city projects SS‑08 and SS‑09), including scope and funding recommendations. Staff said the work was identified in the city’s 2021 sewer and water renewal and replacement plan and includes replacing 3,832 linear feet of sewer main, installing 5,887 linear feet of cured‑in‑place liner and rehabilitating 45 manholes.
In the bid review, staff reported seven bids with Rolfe Construction Inc. the lowest responsive bidder at $3,354,178. Gomero recommended awarding the contract to Rolfe with a 10% construction contingency and an additional $370,000 for construction management and testing, yielding a total suggested project budget of $4,060,000 to be paid from the sewer capital outlay fund. Council adopted the resolution to award the contract unanimously. The staff presentation noted an engineer’s opinion of cost at $4,050,000 and explained that the combined procurement was used to secure competitive bids for a previously small manhole project.
