City outlines timing to shift road capital into parks capital to fund Soaring Hawk and Preserve Park work

Council members asked which park should be prioritized for grant requests; staff reported GoCo expressed strong interest in Preserve Park because of native-grass conservation and partnership potential with Denver Botanic Gardens, while Soaring Hawk has internal staff priority and a larger capital profile (staff cited a $35 million horizontal-phase estimate as part of a larger $70 million total program for the park's buildout). Staff recommended phasing to allow visible progress without another major public engagement cycle.
