Council to review three IGAs that pave way for Happy Canyon interchange construction

"There's 1 with Douglas County. That's the 1 for $15,000,000 payment to us," staff said, and added there would be a maintenance-and-operations IGA with the Colorado Department of Transportation and "approximately $11,000,000 payment to us for the existing bridge" to transfer ownership to the Road and Bridge Enterprise. Staff said construction is expected in 2027 and the interchange should be open by early 2028, depending on contractor schedules and approvals.
The discussion clarified that the city expects appropriations in 2027 even though some funds are already held in reserve: "We'll have the money, but it won't have been appropriated," staff said when council asked whether new appropriations would be required. Council members pressed for details about appropriation timing and whether the city would need to shift funds; staff said the IGAs and appropriation steps will return to the council in September for formal action.
