Michael Borselli of Falmouth Engineering represented the applicant for 57 Captains Lane and described the proposal as a "classic redevelopment project" in which a rear section of the house would be removed and rebuilt largely in the same location. He gave site figures stating, "The existing is 3,130. The proposed is 3,253," and said the property would receive mitigation plantings to address the slight increase in impervious surface. Borselli told the commission that the onsite coastal bank meets DEP policy criteria and that, after discussion with staff, the mitigation ratio should be 3:1 rather than the initially proposed 2:1.
Commissioners asked technical questions about coastal-bank significance and septic location. Borselli confirmed the existing septic was undersized (1,000 gallons) and that "the minimum size now requires 1,500," adding that the Board of Health had approved the new system. The commission closed the hearing and took the matter under advisement, with staff to receive a revised mitigation plan reflecting the 3:1 ratio.
