Board approves bidding documents, schedules public hearing for old LEC demolition

The Woodbury County Board approved plans and specifications to put the old Law Enforcement Center (LEC) demolition out to competitive bid and set a public hearing for Dec. 2, 2025 at 4:40 p.m.
Building Services Director Ken Schmitz and Jerry Glade of CMBA architects summarized prior asbestos remediation, utility coordination with the city and the required chapter-26 bid steps. CMBA described the demolition method as a dismantling process (no implosion) with barricades and temporary street closures where necessary. "There's no implosion. There's no explosion. It's basically knocking it down chunk by chunk," an architect said when answering a board safety question.
Staff told the board the schedule calls for public notice followed by receipt and opening of competitive bids; if numbers are acceptable, contract award would return to the board at a subsequent meeting. The board approved the contract form and the specifications, and voted to set the public hearing and publish public notice; motions carried 3-0.
