Westmoreland board approves 2026 organizational rules, salaries and appointments

The Westmoreland Town Board convened its 2026 organizational meeting Dec. 30, 2025. Supervisor Charles Hebbard called the meeting to order at 5:14 p.m.; Councilpersons Burton Seymour Jr., Randy Rundle and Kirk Donley were present and Councilperson Peter Smith was absent.
The board unanimously approved a series of routine organizational actions. Motions passed to authorize the Supervisor to transfer town funds into payroll accounts as needed, to designate the Rome Sentinel as the official newspaper and Community Bank (or its successor) or any FDIC‑insured depository in Oneida County as the town depository, and to authorize the Supervisor to pay recurring utility and service bills when received. The board set the mileage reimbursement rate at $0.65 per mile and established the second Monday of each month at 6:00 p.m. at Westmoreland Town Hall as the regular meeting date for 2026.
The meeting also approved administrative measures including adoption of a procurement policy, a blanket fidelity undertaking (insurance) covering officers and employees for Jan. 1–Dec. 31, 2026, and the setting of a standard workday for New York State retirement reporting. The organizational meeting adjourned at 5:25 p.m.
