The special meeting will follow a budget workshop; staff noted the formal adoption requires a noticed council meeting and the time certain was chosen to allow the workshop to proceed before the vote.
City staff told council the adoption would likely take only a few minutes during the special meeting and that the budget workshop could resume afterward if needed. A motion to set the July 28 special meeting passed with the council's approval.
