Council advances code enforcement ordinance to allow citations for repeat, transient violations

Code Compliance Director Jack Shanks presented proposed amendments to Chapter 1 of the city code on July 7, explaining the change adds a defined category for repeat or transient infractions and an escalation path aimed at quicker compliance.
“This amendment is not intended to generate revenue,” Shanks said. He explained the ordinance clarifies the definition of “itinerant or transient in nature,” inserts a supplemental escalation process (courtesy notice, notice of violation, final notice, then citation), and identifies certain code sections that would flow into that escalation because those violations can be remedied quickly and then recur.
Shanks showed 13 months of Municipal Code Enforcement Board data and said that if citations were available for those recurring sections, 52 cases could have been removed from board dockets because they would have been resolved earlier. He said the intent is behavioral correction and faster, more consistent compliance rather than punishment.
Council had no public speakers on the item and approved the ordinance on first reading; second reading was scheduled for Aug. 4.
