Council voted July 7 to approve a contract for street sweeping services with USA Services LLC under a Sourcewell piggyback arrangement. Public Works Director Jason Wornfeld told the council the FY26 budget included funds to purchase a sweeper for $400,000, but staff determined the lifecycle cost (staffing, maintenance, replacement every 5–7 years) made continuing contractual services the better value.
“Doing this allowed staff to determine if purchasing a street sweeper was best or continuing with contractual services,” Wornfeld said, and staff estimated the ongoing operating cost at approximately $92,160 per year with 16 scheduled sweeping cycles and special rates for events and emergencies.
Council members asked about service frequency and the ability to respond to short‑notice special events; Wornfeld said the contract provides flexible emergency response and staff is updating GIS mapping to optimize cycle routes. The resolution passed on voice vote with no opposing votes.
Staff will monitor contract performance and return to council with any recommended changes to service levels or procurement approach.
