Sheriff reports 11,600 jail bookings in 2025; 181 DHS detainer requests and one ICE transfer

Sheriff Brad presented the county's annual Truth Act public forum on April 14, reporting that the Solano County Justice Center had 11,600 bookings in 2025 and that Department of Homeland Security submitted 181 detainer requests to the jail. Of those, nine requests met the criteria that permit county cooperation under state law and one individual was transferred to ICE custody after a federal judicial warrant.
"Last year 2025 we had 11,600 bookings in at our Justice Center. Of those, 181 department of homeland security detainer request came into us and 9 of those fit the criteria... And ultimately, 1, there was 1 ICE pickup or transfer that took place in 2025 and I can tell you that was a result of a judicial, federal warrant that was in place," the sheriff said.
Supervisors asked what "9 ICE notified at release" meant, whether the sheriff's office holds people past release dates for ICE, and whether the sheriff provides addresses or other personal contact information. The sheriff and staff said the practice is to notify ICE of an individual's custody and release date when the legal criteria are met; they said the office does not routinely hold people past their court-ordered release date and that notification generally includes the release date rather than broader personal data.
Board members pressed about reports of increased ICE presence in Vallejo; the sheriff said ICE briefly increased operations in Vallejo around a recent event but that presence subsequently left and that ICE sometimes notifies local agencies when it conducts operations to avoid law-enforcement conflicts. The sheriff framed cooperation as governed by SB 54 and related state rules that prioritize public-safety criteria for information-sharing and access.
There was no formal action on the item; the board closed the forum after questions and received the report on the record.
