In‑home care providers urge county to accept union proposal, cite funding gains

During public comment on March 10, Minerva Pena, an in‑home service provider and Local 2015 bargaining team member, urged the board to increase wages for in‑home caregivers and described the IHSS program as essential for more than 7,000 families in Solano County.
Pena said a proposed 50¢ increase is inadequate in a county with a high cost of living and compared Solano County's current IHSS wage ($18.10) to neighboring counties such as Napa ($20.50) and Yolo ($19.05). She told the board that "every $1 you all choose to contribute to caregiver wages brings 86¢ back to Solano County from state and federal funding sources," and that accepting the union's most recent proposal would deliver more than $12,000,000 in additional state and federal funds over three years.
Pena said increased wages would help caregivers afford to live in the county and reduce turnover, which she said undermines continuity of care for clients. The remarks were submitted as public comment to ongoing labor discussions; no contract changes were adopted at the meeting.
