Board votes to proceed with Phase 1a archaeological review for Colbert Bridge work

Board members discussed state and federal review requirements for the Colbert Bridge / Swan Hill project and agreed that a Phase 1a archaeological literature search is the necessary next step before selecting construction options or seeking further funding.
A committee member explained that DOT and SHPO review typically requires an initial Phase 1a study and that an independent archaeologist evaluates the area to determine whether additional Phase 1b testing is needed. The board heard that Harkin proposed a Phase 1a literature search and recommended moving forward to satisfy DOT program requirements.
Motion to proceed with the Phase 1a was made and seconded; the board approved the motion by voice vote. The Chair said the town will put the archaeological report in the hands of SHPO for review and will coordinate with DOT and other funders as needed.
The board directed staff to notify relevant contacts and to put the Phase 1a contract out to the selected firm so the work can proceed on the timeline discussed.
