Engineer says riprap installation needed at 1 Malthour Road; commission sets preconstruction survey and access limits

Dan Ojila of Downkeep Engineering told the commission that erosion at 1 Malthour Road (SE832282) has exposed the wall and that installing riprap (2–4 ton armor stones with bedding rock and smaller infill) is the appropriate repair. Ojila said the work was approved in the original order and explained installation, typical access and restoration measures.
Commissioners questioned debris visible in site photos, the size and placement of the toe stones, and whether equipment would need to access the beach. Ojila said he could remove concrete blocks and other rubble and suggested a modest working strip seaward (10–20 feet) for machine access; he proposed a preconstruction survey and to restore the area after construction. The commission agreed to mark an access limit in the preconstruction meeting and to include conditions that the work be restored to the original condition and that mitigation plantings be redone where needed.
The commission then approved initiation of Phase 2 with the exception of special condition 12 (no heavy construction on the intertidal area) and required applicant coordination through a preconstruction meeting.
