Council appoints CCR chair, fills vice chair slot and agrees to revise bylaws

The council held two formal personnel actions. Chair (speaker 2) moved to appoint Rita (speaker 14), representing Our Voice and the Coordinated Community Response, and to appoint her as chair of the CCR; the motion was seconded and approved by voice vote. Rita summarized CCR subgroups and their three goals relating to victim protocols, offender services and data collection.
Later in the meeting the chair nominated Judge Keppel as vice chair; after Keppel declined, speaker 3 nominated themself and was seconded by the chair. That self-nomination was approved by voice vote and the individual accepted the vice-chair role. Members also discussed clarifying draft bylaws (institutional names such as "Buncombe County Clerk of Superior Court" and the position naming for the Asheville Housing Authority). The meeting closed after the council opened statutory public comment and voted to adjourn.
