Staff clarified that lighting is addressed under a separate condition requiring a photometric lighting plan to be submitted prior to installation and that clearing the graphic element was limited to artwork approval; the council debated whether the recommendation language should have included lighting references.
Both items prompted motions (appeal and clarification) and voice votes; staff agreed to follow up on conditions of approval and photometric requirements. The council later approved the remaining planning minutes after motions and clarifications.
