Norco veteran urges council to clarify chicken-coop setbacks after fines

Jennifer South (speaker 11), a disabled, service-connected veteran and Norco resident since 2012, told council she converted backyard space into chicken coops for animal therapy and has since faced code enforcement action that resulted in more than $10,000 in fines and penalties. South said the city website references state guidance that differs from local practice, leaving residents uncertain about required setbacks and permitting.
"There is no reliable, clear, published information on the city's website...It actually directs you to the state of California's website," South said, adding that the state rule requiring a 20-foot offset from a residence opening differs from what the city enforces. She said her neighbor provided written consent to reduce the offset but city staff declined that accommodation. South asked the council to place review of setback requirements and a flexibility provision on a future agenda so residents can comply without fear of large fines.
Mayor asked South to connect with staff (Lizette) after the meeting for contact information; council did not act immediately but the request was entered as staff follow-up for clarification and potential agenda review.
