Longtime Norco resident asks council to crack down on unsafe e-bike groups

Gabriel Mortini (speaker 10), a 50-year Norco resident, used his first public meeting appearance to press the council on e-bike safety. Mortini said groups of riders cluster in parks and on trails, perform stunts, block streets and sometimes ride in playground areas where children are present.
"They're at our city parks constantly in groups of up to 20 and 30 at a time...they're blocking both lanes of traffic and not letting cars pass," Mortini said, urging code enforcement and pointing to other cities (he cited Yucaipa) that have enacted ordinances and fines for unsafe e-bike operation. He asked the council to consider a local ordinance and stepped-up enforcement for the safety of pedestrians and riders.
Council did not make an immediate policy commitment during the meeting; Mortini’s comments were recorded for follow-up and possible inclusion in enforcement or ordinance discussions.
