County finance: juvenile campus in CIP, design funds set; bonds to reimburse construction costs

Lindsay, the county finance speaker, told commissioners the juvenile campus project is already in the county's capital improvement plan and walked through how the design and construction funding are staged.
"It's in the CIP that's been approved already. It's a total of just about $22,000,000," Lindsay said, adding that $2,000,000 was allocated for design in an earlier CIP and roughly $20,000,000 for construction. She explained that the county and its municipal adviser have shifted some design costs into year 1 of planning and construction costs into later years so bonds can be issued and reimbursed without creating an immediate mill‑levy increase.
Finance staff said the design number includes more than consultant fees: plan review, code and permitting fees and contingencies intended to deliver bid‑ready drawings. Commissioners asked why design costs were comparatively high; Lindsay and presenters said architects and general‑contractor estimates and plan review fees account for the budgeted design total.
If the commission sends direction to proceed with a preferred option (new build or remodel), staff said the next formal steps would be design procurement and later hiring a general contractor, with design documents likely taking about a year to reach bid status.
