Board adopts updated five‑year capital facilities improvement plan; staff emphasizes planning, not funding

General Services presented the updated five‑year Capital Facilities Improvement Plan (CFIP), describing the department's prioritization criteria (health and safety, regulatory compliance, asset preservation), methodology based on a facility condition assessment, and sample projects ranging from lobby renovations to a $37,000,000 behavioral health facility planned at the Beck campus.

Mark Hummel and Anthony Tabe walked the board through the database-driven process used to assess component condition and estimated remaining useful life, noting the plan includes the Solano County Fairgrounds for the first time and that most projects in the book remain unfunded and will be considered for funding through the annual budget or separate board actions. "Adoption of the 5 year CFIP update does not commit the board to funding the projects," staff told the board. The board approved the CFIP update by a 4–0 vote.

Staff said the CFIP is intended to help prioritize limited funding and to identify renewal and resilience projects — including microgrid and photovoltaic integration, an asset protection project for the justice campus and plans for EV‑capable fleet service facilities — and that individual project funding will be considered separately.
