Staff reviewed the bill's limits (prohibiting selling liquor, illegal drugs and certain sober‑living operations) and noted the draft no longer preempts homeowner association covenants; improvement districts in unincorporated areas would still be affected. Staff recommended a tiered local approach: low‑impact activities allowed by right, some uses limited, and truly industrial uses requiring zoning changes.
Commissioners asked staff to add an introductory statement recognizing property rights and to coordinate with legislative contacts and stakeholders to submit written testimony for the upcoming hearing.
