County receives and files City of Goddard unilateral annexation service plan; public hearing set for March 25

Assistant county counselor Samantha Singh presented the City of Goddard's service plan for a proposed unilateral annexation and recommended the board receive and file the plan. Singh said the Metropolitan Area Planning Commission determined the proposed annexation aligns with Goddard's comprehensive plan and that maps and service timelines were included in the plan.
Singh listed services the city will provide to annexed properties: water, sewer, public works and police services; fire and EMS services will remain provided by the county. She also described planned infrastructure work and noted financing details in the service plan, including special assessments and bonding for local street improvements. The city scheduled a public hearing for March 25, 2025, and the board voted to receive and file the service plan; the commission may direct county staff to present testimony at the city's hearing or submit comments.
