Commission authorizes benefit district for Barnhart Estates to fund paving; estimated cost $1.5 million

The Sedgwick County Commission voted to adopt a resolution authorizing creation of a benefit district for Barnhart Estates to finance road and drainage improvements. County Engineer Len Packer described the subdivision as 42 lots in northeast Sedgwick County and said the petition was signed by 94% of landowners.
Bond counsel Garth Herbin said the estimated cost of the improvements is $1,500,000 and that the county would use the special assessment process to levy the final cost back against the 42 lots; he said the cost would ultimately be included in future county bond issues if not prepaid. "Adoption of the resolution would create this benefit district, authorize the county to make the street and associated drainage improvements at the estimated cost of $1,500,000," Herbin said.
Commissioners asked questions about the petition and noted most signatures were collected as typical for such petitions; the motion to adopt the resolution passed on roll call. The county described assessments as equal per lot and noted the roads have been in use with existing ditches and drainage for several years.
