Counsel Tanner Jackson and the owner described the proposal as an activation of currently unused rooftop area rather than an increase in building footprint. Jackson said the addition would raise parking demand by one space (from nine to ten) but would not change business hours or add live music. He described a 60‑inch glass wall to prevent spills and reduce interactions with passersby. "It's not a bar — it's an event space," Jackson said, adding that management is tightly controlled.
Board members voiced questions about management and crowd control; the applicant said the space typically hosts about three events per week in season and none that would extend existing operating hours. The board included the usual condition that the project be started and substantially complete within 12 months and to pay any outstanding public‑notice invoices before recording.
