Council approves Lakeside Well 4R project pending design and review; withholds permits until production verified

Ryan Showalter and James Cook presented a proposal to drill a new replacement well (Well 4R) to replace existing Well 4, noting that the project requires additional exterior chemical storage adjacent to the Well 6 building. Showalter said Somerset Well is ready to proceed and estimated project completion in late July or early August. "Well 4R will provide additional capacity for the Town and Attorney Showalter confirmed that the addition of Well 4R does not replace the DRRA requirements," according to the presentation.
Showalter asked whether the council would issue building permits for Lakeside while Well 4R is installed but withhold occupancy permits until the well was in operation; the Council denied that request. Commissioner Jeremy Newnam raised concerns about the appearance of the proposed chemical storage building in a residential area and the developer agreed to look for design options. The council directed that no building permits be issued until Well 4R is operating and at least 30 days of production numbers have been reviewed, and said staff would continue six-month production reviews until the new water tower is in service.
Commissioner Jeremy Newnam moved to approve the Well 4R proposal pending review and approval by GMB and the Town approving the look of the chemical storage building; Commissioner Michael Sullivan seconded and the motion passed unanimously.
