Highway staff says Westgate landscaping should be property owner responsibility, not county's

Chris described recent requests for the highway department to mow landscaped areas and business frontage at the Westgate/Crane development and said county equipment and crews are configured for roadside ditch mowing, not lawn-care in front of commercial properties. “I don't think that it would be in the best interest of the highway department to go mow in front of a $100,000,000 building,” he said.
Commissioners and staff agreed some areas fall on NDOT or private property and a road near the development lacks a dedicated right-of-way, which further restricts county mowing authority. Commissioners advised Chris to relay that message back to the developer and to have property owners maintain landscaped areas unless the county is formally asked and resourced to provide a different service.
Why it matters: clarifying maintenance responsibility prevents staff from using specialized highway equipment for tasks outside their scope and sets expectations for new development upkeep.
