The Dorchester County Council approved three personnel directives on July 21, 2026: Resolution No. 702 (Code of Conduct), Resolution No. 703 (work-related accidents, injuries and illnesses standard operating procedure), and Resolution No. 705 (Substance Abuse & Drug Testing policy). Executive Operations Manager Irene Barnes reported the Human Resources Department posted each draft within departments for 10 calendar days and received no employee comments prior to consideration.
All three resolutions were adopted by unanimous recorded votes of the Council members present (4-0, William V. Nichols absent). According to the minutes, the measures are intended to promote ethical, respectful conduct, ensure consistent injury/illness reporting and maintain a safe, drug-free workplace; Human Resources will manage implementation and any department-level guidance.
