Norco council introduces zoning code changes to update group home and boarding-house rules

Community Development Director Colby Cataldi presented a staff-initiated zoning-code text amendment (Ordinance 1139) to update Title 18 chapters governing boarding houses, group homes and definitions.
Cataldi said the amendments implement the city's housing-element goals to remove constraints to housing development and to clarify definitions for group homes, rooming houses and state-licensed residential care facilities. Staff recommended objective development standards and conditional permitting for group homes serving seven or more persons in zones that allow residential use.
Councilmembers had no questions and the council voted unanimously to introduce Ordinance 1139 and adopt the associated findings, with staff noting the action is exempt from CEQA under the common-sense exemption cited in the staff report.
