Norco council votes 4–1 to reconsider Bluff Street annexation and schedule public hearing

Colby Cataldi, director of community development, summarized options for Annexation '27: proceed with the earlier adoption and LAFCO processing, or schedule a council-level public hearing to reconsider the prior approvals. Cataldi explained the council previously adopted resolution and initiated LAFCO submittal on July 16, 2025.
The mayor said residents had asked for more opportunities to ask questions about emergency services, transition from septic to sewer and other impacts, and moved to agendize a new public hearing so those matters could be aired publicly. "I would like to give the residents one more opportunity to speak," the mayor said while explaining the reason for the motion.
Councilmembers agreed that additional public process was appropriate; Councilmember Newton said staff responses often generate follow-up questions and public consideration would be useful. The motion to direct staff to bring back a public hearing for reconsideration passed 4–1.
Staff will return with a public-hearing item, legal notices and associated materials for the council to consider a final action after the additional hearing process.
